Figures released by International Federation of the Phonographic Industry show the

TAS:Drivers escape as 28-tonne load comes free

HOBART, Dec 6 AAP - Drivers on a northern Tasmanian highway have had a lucky escape
after a 28-tonne power transformer fell from a truck and bounced 60m along the road.

The huge piece of equipment broke free from its bindings as a semi-trailer rounded
a bend on the East Tamar Highway, bouncing over one car before crashing into a ute.

The transformer then bounced a further 30m down the highway before coming to a stop in a drain.

The ute's 44-year-old driver was cut free from the wreckage by the SES after the left
side of his vehicle was crushed. No one was in the passenger seat.

The Launceston man was taken to hospital with minor injuries.

"The driver's side of the vehicle did not receive any severe damage, and the driver
was extremely lucky to have escaped without any serious injury," a police statement said.

QLD:Body found in car in southeast Queensland

BRISBANE, Dec 11 AAP - The body of a man has been found in a car in southeast Queensland,
with police unable to rule out foul play at this stage.

The body was found at 5pm (AEST) on Friday in a vehicle on Bollingbroke Road at Coominya,
near the Wivenhoe Dam.

A crime scene has been established.

A police spokeswoman said officers can't rule out suspicious circumstances at this stage.

The body is yet to be identified and is believed to have been in the car for a number of days.

"We don't know how long it's been there, but it looks like it's been there for a while,"

a police spokeswoman said.

A post-mortem will be conducted on Saturday morning.

Investigations are continuing.

Qld: New drug treatment offered to people exposed to Hendra

BRISBANE, Aug 12 AAP - Four people who were significantly exposed to Hendra virus at
a Queensland horse nursery have been offered a new treatment that may stop them falling
ill with the deadly disease.

Tests have confirmed a prized Anglo filly from J4S Equine Nursery at Cawarral, east
of Rockhampton, died from Hendra virus on Saturday, with two other recent horse deaths
on the property also attributed to the virus.

Another horse that has fallen sick on the property is being tested for the virus, with
the results due on Thursday.

Chief Health Officer Jeannette Young said specialists at Brisbane's Princess Alexandra
Hospital had devised a plan to use ribavirin, a drug normally used to treat chronic hepatitis,
on the four people most exposed to the sick horses.

It would be the first time the drug has been used this way.

The antiviral treatment would be offered at Rockhampton Base Hospital via a five-day
infusion, Dr Young said.

"We don't know if it will work," she told reporters in Brisbane.

"Theoretically it could work, and there's been some animal studies that suggest it
might work at stopping someone getting the disease who has had significant exposure."

The four people are expected to decide in the next two days whether they will take
up the treatment, she said.

They are among 13 who came into contact with infected horses on the property and are
awaiting test results available in two to three weeks.

Symptoms usually appear within five to 16 days of contact with infected horses.

A Hendra outbreak in August last year killed Brisbane vet Ben Cunneen, the first person
in Australia to die of the disease in 10 years.

Meanwhile, Biosecurity Queensland acting chief veterinary officer Dr Rick Symons said
25 horses on the infected property and 11 that travelled from it to NSW and other parts
of Queensland are being tested.

He said any found to be infected would be destroyed.

"We're confident that the property is in quarantine, we've got the other horses in
isolation, so I'm confident we've got everything under control," he told reporters in
Brisbane.

The virus is a serious but rare disease believed to be transferred from bats to horses.

Dr Symons said a bat research team was on the property on Wednesday studying bat droppings
to gain a greater understanding of how to stop the virus spreading to horses.

But the research would not lead to a cull and vaccination was not available, he said.

"I think we have to accept the fact that animals carry diseases and we need to manage
those diseases," he said.

"They are in Queensland, it's not a matter of eliminating bats, it's really a matter
of working out the disease, how it's transmitted, which then gives us a greater ability
to actually be able to deal with that."

Horses can pass on the virus to humans, but health authorities say there is no record
of human-to-human transmission.

Police in Western Australia say three teenagers are dead and a fourth has been seriously
injured .. when the car they were travelling in hit a tree in Perth's southern suburbs
overnight.

They say it appears a 17-year-old youth lost control of the car at Riverton around
nine o'clock (WST) last night .. causing it to crash into a large tree on a median strip
at Riverton.

Police say the driver and two other 17-year-old male passengers died at the scene.

A 17-year-old female passenger's been taken to Sir Charles Gardiner Hospital in a serious
condition with head and internal injuries.

The Australian Hotels Association has frozen political donations to the NSW Labor Party
.. saying it is acting in anticipation of the state banning them.

Last week the NSW Labor government said it would push ahead with its planned reforms
to political donations .. even if they fail to attract bipartisan support.

The state government is considering scrapping all political donations .. instead running
election campaigns with public funds.

The proposal was put forward after a corruption inquiry into Wollongong City Council
raised concerns about donations and their influence on political decisions.

New president of the AHA .. SCOTT LEACH .. has told Fairfax the organisation has decided
to freeze donations while government considers the changes.

The AHA has donated close to a million dollars to NSW Labor in the past decade.

SYDNEY, Feb 15 AAP - A Chinese paraglider found dead in northern NSW may have crashed
and died after being sucked into a storm cell, fellow paragliders believe.

The 40-year-old man went missing during a training flight yesterday.

His body was found by the Westpac Rescue helicopter 25km south-east of Bingara at about
2pm (AEDT) today.

The man, a member of the Chinese national paragliding team, was last seen about 3pm
(AEDT) yesterday while taking part in a training flight prior to the Paragliding World
Championships, which start next week in nearby Manilla.

The dead paraglider had 10 years experience, colleagues said.

Godfrey Wenness, from the Hang Gliding Federation of Australia, said the Chinese paraglider
was one of 200 people taking part in a routine training flight yesterday afternoon.

But thunderstorms had moved in and the man could have been sucked into a strong storm
cell that other pilots had avoided.

"We're not too sure about the exact circumstances yet but we know it has something
to do with the stormcloud," Mr Wenness said.

"Everyone else gave it a wide berth.

"Maybe he was trying to thread the needle between two cells, but we don't know."

A storm cell is an unstable mass of air, part of a storm-producing weather system.

Mr Wenness said more would be known tomorrow after data retrieved from the GPS instruments
carried by the man had been used to map out his exact flight path.

JUSTICE COUNCIL/EUROPEAN CONTRACT LAW : WARSAW CALLS FOR OPTIONAL 28TH LEGAL ARRANGEMENT.

To speed up the debate on the future legislative proposal on European contract law - announced by the European Commission for this autumn - the Polish EU Presidency placed the subject on the agenda of the informal Justice and Home Affairs Council, on 19 July in Sopot, Poland. Warsaw argued for an optional legal arrangement governing cross-border online transactions. Based on the finding that 60% of transactions are not concluded in the EU because of the existence of different national legislations, the Commission has been studying the issue for over a year. The idea is nonetheless encountering resistance by certain member states, which are concerned about the legislative harmonisation that may result.

The European Commission published, in July 2010, a green paper in which its suggested ways of improving the consistency of European contract law, in particular: a recommendation for the gradual and voluntary adoption of a European instrument by member states; a directive for harmonisation of national laws, developed on the basis of common minimum standards; a regulation creating an optional instrument, namely an alternative legal arrangement that would be adopted in all the countries but that could be freely chosen by the parties to the contract; or a regulation creating a European contract law to replace national laws. In its response to the green paper, the European Parliament called, on 9 June, for an optional instrument, in the form of an EU regulation, leaving parties free to choose or not this alternative to national legislation or international law.

Rather than harmonising different national legal rules, Warsaw also recommends a "28th legal arrangement" (also referred to as the "blue button") that would operate in parallel with the 27 national systems. It would be optional, ie it would regulate the terms of sale over the internet only if the sites and consumers concerned choose to use it. The system would enable consumers wishing to conclude a cross-border transaction to choose either the laws of their home country or the EU rules as the basis for the contract (and consequently as the legislative basis for potential disputes). The rules would cover the form of the contract, its terms and conditions, as well as guarantees.

According to a diplomatic source who attended the meetings, five states (France, the UK, Austria, the Czech Republic and Finland) reacted cautiously to this Polish initiative. They argued that such a system could weaken the position of consumers in states where buyers' rights are highly developed. One diplomat commented: "The fundamental question raised during the meeting can be summed up as follows: How will consumers know which set of rules - European or national - is more advantageous for them? Companies, on the other hand, have access to lawyers who can weigh the advantages and disadvantages of each".

Poland's Justice Minister Krzysztof Kwiatkowski replied that "consumers' number one right is to consume freely". Small member states - among them Luxembourg - with limited access to certain online sites support such a European system.

Germany's position is more qualified: the minister raised the question of the added value of this idea, which could encounter resistance in the national parliament.

Justice Commissioner Viviane Redding strongly supports the Polish view: "This is a very relevant proposal for tearing down a barrier to the single market. Because of the uncertainty that results from the different national legislations, sellers lose market shares and consumers lose a lot of buying opportunities," she said. Reding added that the Commission would publish its proposals for EU rules for online contracts next autumn, after which the member states will have to work out a compromise.

Domestic violence

Poland's Justice Minister Krzysztof Kwiatkowski told the informal meeting of ministers that the Polish Presidency was setting the goal of adopting a large part of the European victim protection plan (formulated by the Commission last May), namely the cross-border protection of victims of domestic violence.

"I am convinced that this document will be adopted under the Polish Presidency," the minister said optimistically after the meeting. A victim of domestic violence could be protected from the perpetrator wherever she may reside in the EU.

This subject was originally one of the priorities of the Spanish EU Council Presidency in the first half of 2010. It created considerable tension between the Spanish government and Justice Commissioner Viviane Redding, who wished to preserve her right of initiative. The Commission's proposals, being negotiated in Council, aim to introduce a directive on "minimum standards" of protection of victims in national judicial systems, and a regulation establishing a restraining order to protect victims across EU member states.

In February 2010, Pentagon officials authorized using social networks on unclassified military computers. They believe the benefits of social media outweigh security concerns.

However, operational security has always been a military constant and that has not diminished with the advent of social media. If anything, OPSEC has become more important because of what we can say and where we can say it.

Loose lips and unchecked gossip on social media sites can bring down Facebook pages and have the potential to harm military operations and missions as Sailors and Marines serving aboard the amphibious assault ship Bataan learned in May 2011. Escalating arguments and "the airing of dirty laundry" led Fleet Forces Command to shut down the ship's official Facebook page, citing OPSEC concerns.

"Numerous cases regarding OPSEC violations have arisen on several sites," said a spokesperson for the Bataan Amphibious Ready Group. "This makes it very difficult to support a Social Networking site, while keeping the mission clear and our Sailors safe. Once the command has conducted a thorough review, the page will be brought back online, but the ability for guests to post comments will be removed in the short term."

It is a privilege to be able to use social media sites from military computers but with that privilege comes responsibility. "Enjoy using social media as a means to keep in touch with loved ones and friends, especially while deployed, but always be mindful to protect the mission and your own personal critical information when posting," said Lt. Col. Jeffrey McMillen, 944th Fighter Wing OPSEC program manager.

As in the past, every military member and civilian employee is responsible for OPSEC. "When tempers flare, it is best to disengage from public forums and Internet communication. Cool heads are better than angry ones at protecting critical information as well as avoiding embarrassment," Colonel McMillen said. "Remember, there's no such thing as a Number 2 pencil eraser for the Internet. It's like publishing a book - once it's out there, it's out there."

The idea that terrorists, foreign governments or spies might be looking for secrets from Facebook pages might seem a bit far-fetched, but the enemy is watching.

Ultimately, social media is just another form of communication where OPSEC rules must be followed. These same rules have been around for decades. The only thing that has changed is the technology and the speed of communication.

"In recent weeks, groups of citizens gathered in demonstrations in several areas in Syria, particularly on Fridays, making a number of demands that were met with immediate response from the leadership.

Several procedures and decrees were announced in response to these demands, with decrees continuing to be issued and the necessary steps being taken in the framework of the process of development and modernization witnessed in Syria today.

"However, there are some spiteful individuals, outsiders and those who were compelled by known foreign parties, accompanied by blatant instigation by satellite channels and internet sites, that didn't like the initiatives and the responses to the citizens' just demands that are being carried out; the responses which the great Syrian people showed support for with demonstrations across all Syrian governorates and cities.

"It became obvious that these people do not want reform and are not concerned with popular demand or prohibiting the use of weapons, taking advantage of the latter and infiltrating demonstrators or people seeing off martyrs.They began to open fire randomly in order to cause a schism between citizens and security personnel.

"They burned official and services establishments, prompted some to assault military and security personnel who are still committed to not opening fire, which led to the martyring and injuring of high numbers of these personnel.

"The Ministry of Interior appeals to fellow citizens to understand and realize the reality of what is happening and the hidden aspects of the plot, and to uncover those criminals and isolate them and report them wherever they are so that they may be held accountable and brought to justice, thusrevealing their intentions and the intentions of those who compelled them andpaid them.

"The Syrian authorities, in order to preserve the security of the country, citizens and the governmental and services establishments, will confront these people and those behind them according to the law which specifies theconditions for using weapons.

"The Ministry of Interior affirms that there is no more room for leniency or tolerance in enforcing law, preserving security of country and citizens and protecting general order under the pretext of demonstration, which we still consider a healthy state.

Microsoft launches a policy blog.

REDMOND, WA: Microsoft launched an 'On the Issues' blog on January 9 to engage in global public policy debates surrounding technology.

The blog acts as a platform for the company to offer its perspective on public issues facing the tech sector, in addition to breaking company news related to public affairs, said Brad Smith, SVP and general counsel for Microsoft.

'It's important for us to do this to adapt to the changing nature of dialogue on public issues,' he told PRWeek. In the blog's first post, Smith stresses creating a 'transparent dialogue' with stakeholders.

'To achieve that, we need content that is engaging and also to develop a communications style that is engaging,' Smith said.

The company is targeting those interested in public affairs at other tech companies, academics, think tanks, within the government, and journalists to build the site's community.

He expects the blog to eventually feature 30 to 50 Microsoft employees, primarily from its government and legal sectors or its business leaders. Other bloggers on the site have so far included Pamela Passman, VP of global corporate affairs at Microsoft. In response to economic woes, Passman addressed workforce development, skills, and training issues in her post.

'If we're going to be successful, we're going to have to move the edge of the envelope, at least compared to activity today in the corporate sector,' Smith said. 'If you look at what is there today on the Internet, it's not a huge level of interaction (in the corporate public affairs space).'

He is currently focused on developing blog content that is informal and inviting for others to participate. Microsoft's internal team developed the project.

COMMUNICATION : NEW RADIO NETWORK AIMS TO BUILD BRIDGES BETWEEN EU NATIONS.

From April 2008 on, day in and day out, 16 radio stations from 13 countries working in a consortium and seven associate radio stations will co-produce and simultaneously broadcast programmes devoted to current affairs in the EU. The programmes will be broadcast in ten languages (Bulgarian, English, French, German, Greek, Hungarian, Polish, Portuguese, Romanian and Spanish), but they will gradually expand to the 23languages of the EU.

The network, dubbed Euranet, is open to all kinds of national, regional, local, public or private radio stations (it already includes Radio Polskie, Punto Radio of Spain, Deutsche Welle, Radio Netherlands, Radio France Internationale and Radio Slovenia International)a if they meet the rules laid down by the consortium. The interactive nature of this daily programme, lasting between 30 and 60 minutes, will also be enhanced by the launch of a common internet portal in July 2008.

On 28 February, Communication Strategy Commissioner Margot Wallstrom welcomed the support which the European Commission intends to give to the consortium for five years, in strictest respect for its editorial freedom. On 14 December 2007, the Commission signed a service contract for 5.8 million per annum with the consortium coordinated by Deutsche Welle and RFI.

Erik Bettermann, Antoine Schwarz and Jan Hook, presidents, respectively, of Deutsche Welle, RFI and Radio Netherlands International, stressed to the press in Brussels the unique experience which the contributions and broader perspective of the consortium partners will bring to the citizens of the EU in lively, well-documented programmes on questions relating to Europe.

WASHINGTON, June 20 /PRNewswire/ -- On Sunday, June 26 at 3:00 pm ET/PT, BET will premiere OPEN MIC: MY THING, an hour-long special program produced as part of Rap-It-Up, the network's award-winning HIV/AIDS public education partnership with the Kaiser Family Foundation.

Co-hosted by Mad Linx of BET's RAP CITY and hip hop diva Ciara, and also featuring actress/comedian Mo'Nique and R&B singer-turned-actress Eve, the show spans the U.S. for stories about how young people are taking charge to get the word out about HIV/AIDS and the importance of testing. The show debuts on the eve of National HIV Testing Day (June 27).

Four young men demystify HIV testing by taking viewers along as they get tested at T.H.E. Clinic in Los Angeles. In Nashville, the show takes a look at the growing impact of HIV on young women. At Langston University in Oklahoma, the show looks at how the school has made testing a campus-wide priority. And, in Detroit, the show checks in with a young HIV positive man from last year's program about his recent appearance on the UPN network sitcom Eve to get out the word on testing.

Lil' E, the son of late rapper Eazy E, also speaks about his father's death 10 years ago as a result of AIDS and the importance of sharing his personal experience. AIDS is a leading cause of death for African Americans, who have been disproportionately impacted by HIV.

Children's Mutual gears up for trust initiative.(news)(Crazy Horse)(Brief Article)

The Children's Mutual, the savings provider for kids, is launching a campaign to kick-start uptake of the Government's Child Trust Fund.

The company has appointed brand response agency Crazy Horse, following a three-way pitch against Positive Thinking Communications and Columns, to launch a highly profiled and time-sensitive campaign.

The brief includes strategy, planning, creative, media and data work for a campaign to break later in the year.

The drive, which includes direct mail and Internet work, is to gather momentum in the run-up to the introduction of the scheme next April. It will hand between 250 [pounds sterling] and 500 [pounds sterling] to all children born on or after September 1 2002.

The initiative will give young people access to the fund when they reach 18. They will be able to reinvest or spend the money.

The 123-year-old company, which is also considering radio and poster activity, will also target its existing customers and bolster its central marketing database.

A spokeswoman for The Children's Mutual says: "The launch of the Child Trust Fund is very important so the marketing has to be spot on."

David Batten, Crazy Horse chief executive, adds: "This was a tough brief to crack but we went back to the drawing board and considered different routes. We have discovered fresh ways to achieve results, in what will be a brand new child savings market."
